JENTRE https://jentre.bpkabandung.id/ojs/index.php/jen <p><strong>JENTRE: Journal of Education, Administration, Training and Religion</strong> (<a href="https://portal.issn.org/resource/ISSN/2747-1489">e-ISSN: 2747-1489</a>) is a periodical scientific journal which managed by <em>Balai Pendidikan dan Pelatihan Keagamaan Bandung</em> - Ministry of Religious Affairs. This journal first published in December 2020. Published twice in a year (June and December). The Journal also has been collaborating with <em>Asosiasi Profesi Widyaiswara Indonesia</em> (APWI) to jointly peer review, edit, and publish training content since 2021, to support professional development in particular. (<a href="https://drive.google.com/file/d/1iSnyiXT7JK1PRqRHZHSYrDZerpc15Anv/view?usp=sharing" target="_blank" rel="noopener">Letter Of Cooporation With APWI</a>).</p> <p>This journal is called <strong>JENTRE</strong> as a vehicle to discuss Education, Administration, Training and religion issues in society. <strong>JENTRE</strong> accepts research based papers, literature reviews, case studies, or any scientific articles that relate to Education, Administration, Training and religion issues and related topics. Each paper is peer reviewed by at least two reviewers.</p> <p>This journal allows readers to read, download, copy, distribute, print, search, or link to the full texts of its articles and to use them for any other lawful purposes. In 2020 the writing of citations and bibliography is guided by APA-Style.</p> <p><strong>JENTRE</strong> has been CrossRef Member. Market failure occurs when market mechanisms fail to deliver goods and services efficiently, equitably, and sustainably, as reflected in monopolies, externalities, information asymmetry, and the under-provision of public goods.This research adopts a descriptive qualitative approach based on a literature review and official government documents, focusing on regulatory dynamics and policy innovation in strategic public sectors. Data were analyzed using the Miles and Huberman interactive model, with source triangulation drawn from government reports, Statistics Indonesia (BPS), and academic publications.The findings indicate that public administration performs a dual role: as a regulator ensuring legal certainty and public protection, and as a policy innovator capable of adapting to social, economic, and technological changes. However, several structural, administrative, and social barriers persist, including weak inter-agency coordination, limited bureaucratic capacity, and societal resistance to new policies.To address these challenges, key strategies include strengthening bureaucratic capacity, promoting evidence-based policymaking, implementing adaptive public communication, and enhancing cross-sector collaboration through co-production and collaborative governance.This study contributes to the public administration literature by demonstrating that a balanced integration of regulation and policy innovation is essential for effective state intervention in market failures and for advancing inclusive and sustainable development.</em></p> Tri Wahyuni Novianti, Tursina Megawari Copyright (c) 2026 Tri Wahyuni Novianti, Tursina Megawari https://creativecommons.org/licenses/by-sa/4.0 https://jentre.bpkabandung.id/ojs/index.php/jen/article/view/564 Tue, 28 Apr 2026 00:00:00 +0700 Positive Parenting Impact on Parenting Patterns and Attachment Between Parents and Children https://jentre.bpkabandung.id/ojs/index.php/jen/article/view/576 <p><em>This study aims to analyze the impact of positive parenting on the attachment between parents and children at SMPN 1 Cikalongwetan. A total of 1,021 parents/guardians participated as respondents, with a 68% attendance rate in the parenting program. Data were collected through closed- and open-ended questionnaires and analyzed using descriptive statistics and thematic analysis. The findings show that 78.3% of parents considered the parenting program very important, 19.7% assessed it as fairly important, and only 2% reported “don’t know.” Identified impacts include increased knowledge of adolescent development, adjustments in parenting practices based on children’s needs, strengthened emotional attachment, enhanced supervision of peer interactions, active learning support, reinforcement of moral and religious values, and agreement on gadget use. Moreover, 52% of respondents recommended implementing the program every semester. These findings reinforce the literature on positive parenting as a protective factor against juvenile delinquency and character formation. Accordingly, marriages should be officially registered and documented within the state’s legal system. However, there has been a growing prevalence of unregistered marriages (</em>nikah sirri<em>), which fulfill the requirements of validity under religious law but are not recorded by the state’s legal administration. Such marriages pose significant legal and social risks, particularly for women and children. This study aims to examine the extent of legal protection afforded to women and children born from unregistered marriages. It employs a qualitative method using a Maqā</em><em>ṣ</em><em>id al-Shar</em><em>ī‘</em><em>ah analytical framework to explore the issue. The findings indicate that unregistered marriages, which lack state recognition, often lead to various legal vulnerabilities. These risks may be mitigated through increased awareness and understanding among couples engaging in such marriages. It is motivated by contemporary challenges to Islamic da’wah, including the proliferation of extremist narratives in digital spaces, generational shifts, and the complexities of Indonesia’s pluralistic and multicultural society. Using a qualitative case study approach, data were collected through in-depth interviews with </em>widyaiswara<em> at BDK Bandung, as well as analysis of training practices and the implementation of moderation values by ASN, particularly religious counselors. The findings indicate that ASN plays a strategic dual role as both public service agents and da’wah actors in disseminating key values of religious moderation, namely national commitment, tolerance, non-violence, and respect for local wisdom. Training in religious moderation significantly shapes the mindset, attitudes, and professional practices of ASN, enabling them to deliver Islamic da’wah in a more moderate, adaptive, and context-sensitive manner.
